Plymouth Repair: Fan Belt, plymouth voyager, technical service bullitin

Hi, so I own a Plymouth Voyager 1997 and it is making a whisteling noise. I thought it was the fan belt, but I have replaced it 3 times, and it keeps falling off when it rains. Please HELP.

Heya,

 There is a TSB (Technical service bullitin) for those vans equipped with a 3.0 liter V6 to have a shield put on the idler and tensioner pulley.  When water hits the belt it can kick itself off.  This shield is basically a curved guide to kick it back on again.
