Plymouth Repair: serpentine belt, egr value, and key clinder, 1998 plymouth voyager, plymouth voyager

I recently had an estimate of 621.79 us dollors to fix my 1998 plymouth voyager. They said that my key cyclinder(297.31) needed to be replaced, my egr value(142.13), and serpentinve belt(81.23). Plus a few small things like oil change tire rotation, value cover gasket which i'm comfortable doing myself.  My question is how hard are the first 3 to do myself if possible to save money. I'm pretty sure that the key cyclinder change is beyond my ablities. But the other two seem pretty simple. Please help.

The key cyl should be done by a shop and it only should cost no more than a 100 dollors .
The egr is on top the eng. easy to replace the serptine belt is very easy to change.
the diagraim should be on the hood. And the valve cover is easy and then you can change the oil to .
