Pontiac Repair: Wipers wont return down., newer cars, little arm

Hello.  I have a 2001 Grand Prix.  The wipers seem to want to stay in the "up" position in park.  I know there is a TSB on this but I don't seem to be able to access it.  I'm thinking it's the tab under the cowl, under the wiper arms?  I've seen it on some cavaliers.  Before I go tearing into it I wanted an experts opinion.  Can you just bend the tab back?  Won't it do it again?  Is there a permanent fix?  Thanks very much.

Yes the park arm has either broken there is a little arm on the bottom of the park arm that breaks off or the tab on the wiper transmission bends over or twists. If the arm is broken off you need a new park arm. if it's the tab you can bend it back with a pair of pliers so it's standing stright up and not twisted to the side. the newer cars say 2000 and up had a reinforcement plate on the transmission from the factory already. to stop it from happening do not turn the wipers on when the wipers are frozen to the windshield or if there is a lot of snow on the window. Thye don't just break on their own thye need some help to break and the extra strain from the weight of the snow does them in. Good luck :}
