Pontiac Repair: 2002 Grand Prix lighter fuse keeps blowing, cigar lighter, grand prix gt

I have a 2002 Grand Prix GT whose cigarette lighter has not worked for some time.  Replaced the fuse but it blows each time it's replaced.  I'm guessing it's a bigger problem, but it is very frustrating.  Any advice would be greatly appreciated as I'd love to use my new iPod in my car.

The power outlet, cigar lighter, DLC and power drop all worl off of the CIG fuse.
Does it blow as soon as you push in the element?
Or does it blow as soon as the fuse is installed?
If it blows when element is installed, I would HIGHLY suspect the element.
If it blows as soon as fuse installed, you can unplug the lighter and the accessory power outlet.
If it still blows the DLC or the power drop is shorted (VERY UNLIKELY)
If not it will be either the power outlet internally shorted to ground or the cigar lighter outlet shorted to ground.
