RV Repair: Headlights, running light, ebay

Hi Ron, Thank you so much for being there.  I have a 1982 27'Winn Brave with a 350 and 4 barrel.  I have alot of questions but the first one is that my headlights don't work and haven't since I bought her. The former owners rep.(Ray Case-watch out for him) was a truck driver and couldn't figure it out so?  He was going to hot wire them with his step-son but I got there too quickly when I bought it off eBay 10/2002. So what could it be?  And can I follow the lines with a voltmeter safely?  And do the running light wires go over the roof?  There are strange bundle looking glops on the roof.

Headlight problems on motor homes is usually not a power problem, it's usually whether the headlights are properly grounded.
I would make sure the headlight  frames are grounded to the chassis.
Your system might have relays, the relays might be bad.
I am not familiar with this models wiring so can only point you to Winnebago's tech support line.  If you look them up on the internet, you will find the tech numbers.  I own a newer Winnie and whenever I have a question, they have been more than helpful.
