Small Engines (Lawn Mowers, etc.): 9hp vanguard generator, engine model type, valve clearances

Question
my coleman 5k generator has a brand new replacement carb because the old one was too corroded to repair. now it will only run on full choke and it runs smooth. move choke to off it just spits and sputters. tried drilling out the jet 1 step and only make it worse. tried to buy just the jet. they are not available. soldered the hole and drilled it out with a.031 bit. now I am back were I started. carb was ordered by a reputable dealer that I used before. he even rechecked the numbers. I thought it was maybe a vale problem but the valves are set right. im at my wits end with this unit. HELP PLEASE!

Answer
What are the valve clearances?  I suspect the problem is in the carb but want to know what the valve clearances are before assuming the carb is the problem.

If you remove the air filter and place you hand over the carb intake can you keep the engine running?  Basically your hand is now the choke.  If so, drilling the jet is the right idea as the engine is not recieving enough fuel but we rarely every have to drill out jets.  Last one I had to drill was over 10 years ago.  There is almost always a clogged carb passage causing the lean running condition.
What is the engine model, type and code nubmer?
