Small Engines (Lawn Mowers, etc.): Snowbower Throttle Problem, cast iron engines, tecumseh engine

I have a Craftsman 9HP Dual-stage Snow Thrower (Model 536.887996) that keeps cutting out.  When I move the throttle lever (part of the Throttle Control Bracket, part # 34677), nothing happens -  in fact,  neither the Governor Link (part # 34667) nor the Throttle Link (part #33878) move at all on the far end.  The Bracket has the Speed Control Spring (part # 34663) properly attached.  I have triple-checked the entire fuel system (lines, carburetor, etc) and found nothing.  What could be wrong?

Do you have a Tecumseh engine?  Have you checked the carburetor butterfly shaft to make sure it is not stuck or binding.  We often find old gas can gum up the carb butterfly shaft making it stick which prevents the throttle and governor from working.
