Small Engines (Lawn Mowers, etc.): lawn mower engine, briggs and straton, personal pace

I have a 2008 toro 22" personal pace mower with a briggs and straton engine 6.75hp. It's model number 20066. The problem i'm having is, when i start it it is real sluggish, if i go up hill right after starting it will stall. After it warms up it will run alright. I have cleaned the carb. Also i replaced the cable break and it seems like it is not running at full capacity. Please help.

Does the engine speed sound like it is running fast enough when it is in the full speed position?

Have you remove the fuel tank and top engine shroud and cleaned the governor arm?  Sometime dirt will build up in the corner next to the governor arm shaft and casue poor performance.

Does the engine start easy?
