What is the proper procedure for adusting the rockers in a used 12HP Tecumseh vertical lawn tractor engine?

This question is to vague to answer.  You dont adjust the rocker arms you adjust the valves.  I think what your trying to say is how to adjust the valve clearances.

My suggestion is once you have the Model and Spec number of the engine, go to the public library and check out a small engine repair book that details this. Tecumseh also has service manuals you can buy that will describe this in detail.  You can get these at most small engine repair shops and stores like Lowes, Home Depot, etc.

Without the Model number info, i simply am not able to help. Sorry
