i have a john deere commercial walk behind. it runs good a idle, but when you throttel it up it acts as if the choke is on. almost like getting to much fuel or out of time ive cleaned complete fuel system. new plug its 17hp 5c540v-as11

You can check that the flywheel hasn't moved by seeing if the flywheel key has sheared.  That would be the timing.

If you haven't replaced the air filter, replace it.  If neither ignition timing or the air filter are the problem, then the carburetor will need to come apart and be rebuilt.  It will have to be cleaned in either a soak can or ultrasonically, spray cleaner doesn't get it.  Then it will need to be reassembled with a new carb kit.  You may have a condition where excess fuel is leaking past the fuel nozzle in the carburetor.  If so, this may require a new carburetor.  If the nozzle is replaceable and has O-rings, it will probably be fixable with a rebuild.  Let me know if you have any questions.  Thanks, PK.
