Small Engines (Lawn Mowers, etc.): carberator problems, baking soda, q tip

Question
what is going on with the motor that i have is the floats are sticking open. the model#115432 type#008101 code#95060549 i have replaced the needle and seat that is one hole set up. the float is brand new too. the float it plastic and i don't know how to set them. i have cleaned the carb all up the vent are clean and everything. i have had the the carb off and i blow though it and turn it up side down and it closes that way. but as soon as i put gas to it come out of the main jet and the vent so what am i doing wrong.

Answer
For some reason the needle is not stopping the flow, so the seat area
is likely the problem.  Whether it is damaged or not it is hard to tell, is the seat pressed in?  Looking at the Briggs parts list it is hard to tell.  I have gotten some stubborn seats to seal by polishing with baking soda and a q-tip.
The plastic floats are not adjustable.
What was the part number of the seat?  The Briggs site show two different carbs, is it possible you got the wrong part?
