Small Engines (Lawn Mowers, etc.): John Deere LA115, lawn tractor, valve covers

I am having a difficult time starting my lawn tractor.  It is a JD LA115.  I just replaced the battery, plug and fuel filter.  The engine is turning over but will not start.  Additionally, the fuel filter does not appear to have fuel in it.  I unplugged the line and took a small compress and pumped a bit of air through the line.  The fuel in the tank bubbled so I am guessing there is not blockage in the line.  I also sprayed a bit of fuel into the socket and replaced the plug.  the engine started and ran briefly so I believe all the switches and electrically are fine.  When I disconnected the line on the bottom of the filter I would expect gas to flow but nothing.  The tank is about half full.  Any ideas on what to try next?

Looking at the JD site, it looks like a Briggs engine.  Is the fuel
tank above the engine?  If it is, then when the fuel line is disconnected at the carb, then fuel should be dribbling out.
If the tank is below the engine, then there is a fuel pump in between.
Many fuel filters flow only one way, so there is a chance it might be on backwards, there should be an arrow on it if it is.
Also there is a fuel shutoff solenoid on the bottom of the carb, so
it has to be energized with 12 volts for the engine to run.
Look at these things, and see if you can find the engine's model numbers, they should be stamped or etched into one of the valve covers, that would help me know for sure what you have.
