Answer
Sorry in the delay in getting back to you, I have been looking around for anything helpful on the web, but Honda has that pretty
well locked up.

For "all" of the oil to drain out the tube into the carb is hard
to imagine, when you check and add oil, how do you do it?
If you are overfilling,  the excess may be draining off.
Also, smell what oil is left, if it has the odor of fuel, then your carb is flooding, and the fuel is getting into the crankcase.
The oil circulated about, and a small amount of oil to the top.
The breather has a check valve, of sorts, which allows the engine to breath, without oil loss, which is why it is connect to the
air cleaner assembly, that may be faulty.

It has been a couple of years since I have worked on one, which is why I was looking for a parts diagram.

Here is a link to the operator's manual, which shows the oilfilling procedure, you might read over that.
I will dig around and see if I can come up with something technical, and you check the manual, and you might take a look at the breather, it might be physically broken.

Hope this helps,

Fish
