Small Engines (Lawn Mowers, etc.): Scotts 1742 rider cuts off when I engage blade, switch jumper, jumper wire

I have a Scotts 1742 riding mower 1999 model. Every time I take my foot off of the foot brake or try to engage the blade, the engine dies. Any thoughts. Can you send me a link to a John Deere Repair Manual?
