Small Engines (Lawn Mowers, etc.): Kandi 150cc Doesnt Fire, second tank, tank lines

We just bought the kids a Kandi go-kart with the 150cc engine. Before it even used its second tank of gas, it started bogging down, back-firing and then wouldn't start at all after going to idle.  I've cleaned the tank, lines and gas is getting to the carb.  But still no joy.  I did notice lots of rubber sealer-type gunk in tank.  Could plugged jet in carb be it? Thanks!  John

When you say, doesn't fire-does this mean non spark at the spark plug or does this mean it simply cant be started?  

Spray some carb cleaner into the carb and then immediately try to start the engine if the engine pops and then quits you are correct in your assumption that you have dirty carb jet.

Please get me the make and model number of the engine.  This will take a little bit of searching/ almost standing on your head, but you will find an EPA tag on the engine somewhere that will have the information i need.  I need to know the engine manufacturer.

There will also be some numbers stamped in the block.  Please get me these numbers... They will look something like this GX160Q-7TM0090
