ANSWER: I dont understand your question.  What does "TICK" over mean?  Please send me a model and spec number and I will be able to help you further.

I think you are experiencing carb and or governor linkage problems.  I should have been specific and asked for a model and spec number of the engine.  (its a tag located on the engine, or the numbers are stamped into the blower housing near the spark plug)

Take some spray carb cleaner and spray around where the fine spring and throttle cable attach on the carb. I believe you may have a throttle plate that is binding due to dirt.  

Spray on top of the carb to remove all dirt and try moving the throttle cable back and forth and see if this makes a difference.

One other thing to check, is your throttle control wire creating any movement on the carb when you move it?  If this doesn't work, please send me the model and spec number of the engine and I will try again.
