Small Engines (Lawn Mowers, etc.): Engine wont start and I smell gas, arinet, ipl

I own a Weedeater V11 self propelled lawnmower. Model # HD 81486A. When i Try to start the mower I smell gas big time, I wa srecently told the floast might be stuck. How do I fix this? I am nota amsll engine expert. Please help.
