ANSWER: Hello Lynnwood:

>>If you are Saying the Starter is Not Turning the Engine when you Pull the Rope, then
>>The Starter Dawgs/Dogs/Tangs are Frozen and Require Lubrication and Freeing up.
>>You can View a Breakdown/IPL of the Engine and Mower at this Site Addy, http://jdpc.deere.com/jdpc/servlet/com.deere.u90490.partscatalog.view.servlets.H and Enter the Model Numbers TRS21 and Click Find. Then Select your Model from the Search Results Area. Then Select the Sectional File. Then Select the Section of the Mower you Wish to View Online. *You can Drag the View Windows for Better Viewing.* Select the Engine File and Then Select the Recoil Sub File.
>>These are Called Dogs (#10) in this Breakdown.
>>The Breakdown is Designed to Assist you in Disassembly and Assembly of the Recoil.
>>You May be Able to Spray Lubrication Under the Retainer Plate (#8) and Using a Small Screw Driver Move the Dogs and Loosen them without Disassembly of the Starter.
>>If the Starter Dogs are Moving Correctly and the Starter is Still Not engaging the Starter Cup (#1), then
>>the Starter Dogs May be Bent/Worn and Require Replacing.

QUESTION: after removing wheels and housing i see that the 3-13 screws that attach housing are almost hidden is it easier to remove engine or special tools needed without removing engine.

Answer
Hello Again Lynnwood:

>>On Some of these Snow Blowers/Throwers a Flex Driver (a Screw Driver with a Flexible Shaft is Required to Remove the Recoil Starter Screws/Bolts.
>>However, on Most Models you can Remove the Blower Housing (metal engine cover) from the Engine and then Remove the Recoil Starter Mounting Bolts/Screws.
>>I have Seen a Few that the Engine had to be Loosened and Moved to Remove the Blower Housing and then Remove the Recoil Starter Screws/Bolts.
