Small Engines (Lawn Mowers, etc.): Walcarburetor Briggs and Stratton 28v707, briggs and stratton, throttle linkage


Question
I replaced the carburetor float valve and reassembled the carburetor. It now runs at max throttle. Moving the throttle does not effect the rpm. Turning the idle speed and idle mixture screws does not seem to have any effect. I can not reduce the rpm to an idle level. I am a beginner and not sure what is wrong. Any ideas?

Did you Loosen/Remove the Governor Arm from the Governor Shaft? If Yes, then Reset the Governor. The Following is an Instruction File I Made for Making this Adjustment. Any Input is Appreciated.  If you Removed/Loosened the Governor Arm to Remove the Carburetor, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** Did you Put the Throttle Control Linkage from the Governor Arm to the Carburetor Into the Correct Holes? Usually there is Wear Around the Correct Hole in the Throttle Control Plate of the Carburetor. Usually the Throttle Linkage is Installed in the Top Hole on the Governor Arm and the Governor Spring is Installed in the Lower Governor Arm Hole.
