Small Engines (Lawn Mowers, etc.): Cant Start Snapper Rider Mower, snapper rider, spec numbers

We have a snapper rider mower that won't start. I got it tune up last year and it got a brand new spark plug, so that should not be a problem. It worked fine last year, but not this spring.

It cranks like crazy. I took off the spark wire and held it about 3/8ths inch from the spark plug. It arced well, zapping me through the thick leather glove I was wearing, so I know it is getting spark.

After cranking it a while, gas drips from the carburetor, so I know it is getting fuel.

Do you have a list of steps I should take to troubleshoot this? I'm not too handy with this kind of stuff, so I'd appreciate the help.

That had to Tingle. I Hate it when that Happens. Ive been Shocked Enough to Know. lol. Send me the Model and Type or Spec Numbers Off the Engine or the Mower Model Numbers, Please. With these I can Locate the Proper Manual and Better Assist you. The Engine Model Numbers May be Stamped Into the Blower Housing (metal engine cover) Above the Spark Plug. It May be that the Carburetor is Flooding the Engine Due to a Stuck Carburetor Float Needle Valve. Thanks.
