Answer
Hello Eric:

You can View a Breakdown of this Engine at this Site Addy; http://www.robinamerica.com/industrial.aspx and Select Service and Support. Now Select you Engine Model (EH34). Now Download the Parts Manual. The Breakdown of the Recoil Starter is on Page 20 of 48. Since you are having Problems Keeping the Recoil Together, I Assume you know how to Install the Spring and Pulley. Do No Tighten the Spring. Allow the Pulley and Spring to be Free of Tension and Assemble the Recoil Starter. Now Turn the Pulley and Tighten the Spring Until the Pulley No Longer Turns. The Pulley is Turned the Same Direction the Rope would Pull the Pulley when Starting the Engine. Once the Spring is Tight; Reverse the Pulley 2 Turns and Align the Rope Hole in the Pulley with the Hole in the Starter Housing. Now Feed the Starter Rope Through the Pulley Hole and Out of the Housing Hole. Pull the Rope Until the Knot is Tight Against the Pulley. Tie a Slip Knot in the Rope to Hole the Pulley and Spring in Place while you Attach the Starter Handle. Release the Slip Knot and the Rope should Return Into the Starter Housing. On Some Pulleys, the Rope Hole is on the Spring Side of the Pulley. For this Style of Recoil Starter. Assemble the Recoil Starter as Before, Except have the Rope Installed Onto the Pulley (without the Handle Attached). There will be a U in this Pulley for the Rope to Lay in During the Spring Tightening Sequence. Once the Spring is Tight, then Thread the Starter Rope Through the Housing Hole and Install the Handle as Instructed Before. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Thanks.

Good Luck
