QuestionI have had this mower for 4 yrs and each spring replace filter, oil, blade, and spark plug. It has begun running very rough and I was wondering if this is an indication that I should purchase the carb overhaul kit and install it?

You should buy the kit and install it.
Once your mower sit their for a while gas that i left in the cab tends to corrode the internal.
You should at least start your mower once or twice weekly. And let it run for a couple of minutes. This will eliminate your problem that you are experience.
