Hi John, I have a problem with this engine racing.
I had an issue with it not running, so I took the carb off and cleaned it up. It would run after the cleaning, but not enough RPMs. So I tried adjusting the governor (this is the reason it now races). I did make sure to hook up the linkage correctly, I even checked the new one at Home Depot to be 100% sure. I've reset the governor (governor arm at 100% counterclockwise, along with the "clip" as suggested on other sites), but the RPMs are still too high and I can't get them down.

To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Held at Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If After Resetting the Governor the Engine is Still Revving too High, then Check the Location of the Governor Spring. If the Governor Spring is Located in the Wrong Hole, it will Cause the Engine to Either Rev too High or Not Rev Enough. The Governor Arm is Moved by the Internal Governor and the Spring Tension is What Creates the Engine Revs by Pulling and Releasing the Governor Arm. The Stronger the Spring, the Higher the Engine Revs. When the Internal Governor is at Rest (engine not tunning, the Carburetor Should be Held at Full Throttle by the Governor Arm. Hope this Helps.
