Small Engines (Lawn Mowers, etc.): Craftsman Kohler 15.5 hp throttles way to high, throttle shaft, small screws

QUESTION: Kohler Command 15.5 Model CV15S Spec 41567.

I have disassembled the carb and let it soak in carb cleaner all night.  I removed everything (on the carb) except the low idle speed adjustment screw and the low idle fuel adjustment needle. (I did remove the plastic cap from the low idle fuel needle as I was afraid the carb cleaner would damage it.)  I then blew out all the holes with an air compressor and re-assembled and installed with new gaskets, etc.  I then installed a new fuel filter making sure it was installed in the right direction.  I cranked it up and it started just fine and continued to run.  However, the throttle is WAY too sensitive. I did get it to idle at the lowest throttle level just fine.  But, when I barely move the throttle up, it seems to run way to fast…and when I moved the throttle to the fastest level, I thought it was going to take off!  I pushed the throttle all the way up to test the choke and it appeared that choke worked fine.  I have tried adjusting the low idle few needle (turning it clockwise tightened it up – then I backed it off 1 and ¼ turns), governor (held the throttle arm to wide open position, loosened bolt and turned governor shaft counter-clockwise, then tightened bolt), etc. without success. The governor shaft does appear to spring back clockwise when I let go of it after I have turned it counterclockwise. Even if I use a screwdriver to move the throttle shaft on the carb, it seems that if I barely move it, it will throttle up very high. Assembly of the carb seemed to go without issue.  It attaches to the throttle shaft with 2 small screws. I didn’t notice any spring on the throttle shaft. There is a dust seal on the throttle shaft …., it looks bad …, would the replacement be in my carb repair kit? Should the choke plate be closed at rest?  At this point I am not sure if it’s a carb issue or a governor issue…I am leaning toward the governor…but I am not sure I want to take the engine apart to see if the governor parts are in tact.

From Looking at the Breakdown/IPL You Should have to Turn the Governor Shaft Clockwise to Set the Governor. Go to this Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Online Parts Look Up. Then Select the Model Tab. Then Select the OEM (Kohler). Then Enter the Model Numbers CV15S-41567. Then Double Click on the Model in the Results Area. Then Select the Components you Wish to View. Hope this Helps. I am Here if You Require More Assistance. In the Breakdown, the Cam is Positioned to the Left of the Governor Shaft. When the Governor Shaft is Turned Clockwise the Shaft "Contact Point* Pivots and Will Engage the Governor. The Governor Rests in the Highest RPM Position (if you will). You Open the Throttle Valve Full Open Using the Governor Arm. Then (and heres the Trick sometimes) you Tighten the Governor Onto the Governor Shaft while Ensuring that the Arm and the Shaft Stay in the Full Open Position. Hope this Helps. QUESTION: John,
I need some help.  I delivered the mower to the guy and everything was working fine.  He said he mowed a strip of grass and then tried to put it in reverse and it wouldn't go anywhere...he tried to put it in forward and nothing...he did say that it smelled a little like burning rubber and he said it sounded like it was trying to move but wouldn't.  I told him I thougth it sounded like the drive belt.  What do you think?  I want to help him!

No Worries. The Burning Rubber is a Good Indicator the Belt id Slipping. Check for a Frozen Idler Pulley When Replacing the Belt. Replace the Frozen Pulley or it Won't Last. Once a Pulley is Frozen and then Freed Up, then Bearings will Come Apart in No Time and you will Most Likely have to Replace the Belt Again. Usually Within 2 or 3 Uses of the Mower. Hope this Helps.
