Small Engines (Lawn Mowers, etc.): flooding, hp briggs, air compressor

Six year old rider, 20 HP Briggs model 461707 - oposing twin.  Fuel more or less pours out of top "spout" in carb when cranking to start.  Floods engine instantly.  What to do?   Thanks for your time.

Have you removed, dis-assembled and cleaned the carb with compressed air from an air compressor?  

There should be a fuel pump on the front of the carb...you an tell because it will be sort of square.

Just pay attention to the two small springs when you dis-assemble the carb.
Let me know if you find debri in the carb.
