Small Engines (Lawn Mowers, etc.): troybilt 15HP hydro wont fully crank or start, briggs stratton, hp briggs

Thanks for the information. I had a;ready removed the belts from the lower crank shaft wheels so as to reduce the amount of drag on the engine at start up. I am not sure how to reset the valve clearance as you suggested. How does one go about doing this?

The engine is a briggs & Stratton model 28N707, type 0112 01, code # 9503134A "Diamond Plus, Commercial Preformance, 15 HP." Any help to get this to run would be appreciated. Thnaks so much.

I have a TroyBilt  model 13079 15 HP (Briggs & Stratton) Hydro Drive Lawn Tractor that will not turn over. I replaced the starter motor (the other one burned out)and got it running for a day or so last fall. I just recently  replaced the starter solenoid, charged the battery, and cleaned all the terminals. When I turn the key the flywheel spins only part way and the starter wheel does not disengage. The whole starting system seems very reluctant or slow to spin the flywheel. When I turn it by hand there is some resistance in sports and at times it takes a lot of force to turn the flywheel past this spot. After several attempts the starting system barley cranks at all and the wire leading from the solenoid to the starter gets very hot (heat seems to be coming from the starter end and travels back to the solenoid - it melted the last solenoid and thus the recent replacement). When I turn the flywheel, I can hear the engine making a sucking/blowing sound so I think there is good compression. I just can't seem to get the darn thing to start. I am not sure what to do/check next. Any help would be greatly appreciated. Thanks.

 This has Become a Common Problem with Most Small Engines. Remove the Belts from the Crankshaft and Try to Start the Engine. If the Engine Still Turns Sluggish, then the Starter Needs to be Checked for Binding or Dragging. If the Starter is Good then, the Valve Clearance Needs to be Reset. The Intake is Set at .003in -.005in and the Exhaust is Set at .008in - .010in. For Better Assistance; Send me the Model, Type and Code Numbers Off the Engine, Please.  Go to this Addy http://shop.briggsandstratton.com/BShopProductListingPage.asp?rsvp=0&PARENTID=0& and Enter the Model Numbers 28N707 and the Type Numbers 0112 and Click Search. Now Select View PDF. This will Download a Breakdown/IPL for you to View Online. The Valve Adjustment is Under the Valve Cover. On Page 3 of 18 the Diagram Number 192 is the Adjuster. Put the Engine on TDC and then Set Both Valves. You Require a Blade Type Feeler Gauge for this. Hope this Helps. I am here if you Require more Assistance. Thanks.
