Question
I replaced the front drive belt after the belt was smokeing.  I found that at the high gear the mower will go and the low gear the belt started smoking. At neutral, I also found the gear was not engaged( The position of the pulley was not changed while I changed the gear shift). Could you help on this problem?  Thanks!

First thing- closely inspect your shift linkage and pulleys.  Make sure the belt is on the pulleys correctly.
Hope fully her eis where you'll find your problem.  If the pulleys and belt are ok- the problem may be internal to the tranny, and this repair is beyond the scope of this forum- (time for a new mower)
