Small Engines (Lawn Mowers, etc.): pull cord on my Toro, oil level, spark plug

Question
I can't pull the cord on my mower.  I doesn't want to budge.  What can I do to fix it?

Answer
The fix depends heavily on the problem.  I suspect you have cleaned the bottom of the mower recently and tipped the mower over improperly (should always be saprk plug up).  If this is the case, remove the spark plug and pull the engine over to expel the oil that has hydraulically locked the cylinder.  You will also have to make sure the air filter isn't saturated with oil and replace as necessary.  Re-install the plug, check the oil level and carry on.  Hope this helps.
