Small Engines (Lawn Mowers, etc.): 1984 Briggs & Stratton on MTD. Drain plug, briggs stratton, recoil spring

I am renting and can't justify buying a mower for my landlord.  Therefore, I happened upon a mower for free.
The recoil spring was broken and managed to find a replacement and it started just fine.
I added 1 quart of oil because the case was completely dry and now feel that it needs to be drained of the dirt.
My problem:  Can not find the drain plug.  I have removed the blade and there is a shroud with a center bolt and that is covering the bottom of the engine.  (the clutch must be located in there?)
Do I have to remove that, and if so, how?

I'm not sure what you mean by a shroud, but access to the drain plug on a pushmower is from the bottom of the engine.  The plug usually requires either an allen key to remove or it may be a square-headed pipe plug.  The plug is located right on the crankcase for the engine.  I recommend you go to the Briggs & Stratton website and use the model and type number from your engine to locate the parts breakdown so you can see where the plug is.  Hope this helps.
