Steering Column Repair: 1992 Chevy caprice, chevy caprice, dash light

Just replaced the steering column with a used one  and now the car starts but will not shift out of park

Hello Roy:

I don't know why you replaced your column, but it sounds like you have installed a column with a bad rack actuator rod.  This year vehicle requires you step on the brake to release the shifter.  If the actuator is not adjusted properly or if the cable is bent preventing the mechanism to move, you will experience your problem.  
Here's how you can overcome it temporarily until you decide how you want to fix it.
Turn the key to the unlock position.  this is the one position before the lights on the dash light up.  You should now be able to shift the car to Neutral.  Start the car and shift it to any position.  Once you engage the electrical system the park lock mechanism engages, but if you shift it before you engage the electric, you can shift it.
