1995 Mercury Villager 3.0L Tilt steering My ignition key turns in both directions not shutting vehicle off or on how to take steering column apart and make repairs?

It sounds like the ignition rack actuator gear has broken.  this is very common on many ford & Mercury vehicles.

Although the example is for a 2000 Mustang, the column is identical to yours (tilt and non tilt use the same housing)
