Steering Column Repair: telescopic, step photos, bluebird

Question
1999 Bluebird LTC40 bus.  The bus has a telescopic feature that utilizes the horn housing to lock and release for adjustment. It will not lock now.  Is it a simple fix or is there some way to secure it at a certain level and not have telescopic feature.
