Steering Column Repair: steering column, tilt column, chevy el camino

I have a 1982 Chevy El Camino, when i go to start it, the key stops at the accessories position and the car will not start. What can cause this? Thank you for your input and knowledge Craig.

Preload spring
Hi Craig:
You don't say if you have a tilt or non-til column, so I'm going to answer for a tilt column.

I believe the problem you are facing is the preload spring has broken and is jamming the rack gears so the rod will not move as far as it should.
This spring is actually a wire that move the pin that locks the steering wheel.  

We have recently uploaded some videos on our website to give you first hand viewing of how to remove, disassemble, and reassemble the parts you are talking about. They are broken down into step by step 2-3 minute detailed videos with instructions. Although the video is for a Chevrolet truck, the column is very similar to yours.  Pay special attention to the part after the lock housing cover comes off and you can see the tilt housing.  That's where the preload spring is.
