Subaru Repair: 97 legacy outback cooling fans, legacy outback, cooling fans

From Colorado.
The cooling fans of my Legacy outback '97 2.5 automatic, are always on, even in the morning at first start, whit A/C  and defrost off .
They are just always working.Temperature seems to be always ok and no warning light
Any idea ? Temperature sensor? Relay ?
How can I test the trouble?

We have seen this a few times.

It is not an easy diagnoses.

We have replaced a sensor, relays and the ECM (engine control module) to correct it.

So each time we have seen this issue it has been something different at fault.

It may be a tough task for a home gamer.  And I can't lead you through the whole process.
