Subaru Repair: 90 Sub legacy tranny/speedometer problem, legacy wagon, speedo cable

Question
Just had a used tranny installed in 1990 Legacy wagon and now the speedometer and, of course, cruise control don't work.  Mechanic looks, says it's not turning the shaft, no way to fix it that doesn't involve major work or just trying another transmission to see if that will work, with no guarantees. We would have to pay labor all over again.

Is there any other fix for this? Is the mechanic legally bound to fix the speedometer at his cost since it worked fine when it went in?

Thanks for any advice.

Answer
Most likely its just the speedo drive adapter.Very very common, did i mention very common.Anyways it screws into the transmission and then the speedo cable clips into it.There usually isn't a problem in the Trans and if there is it would be a defective used part in my shop.As far as legally bound that a grey area.Who supplied the transmission? If it was the shop then they need to get it fixed for you but it may require swapping parts from one transmission to the next and who pays for that is a conversation between who supplied the transmission and who installed it.I hope that helps
