Towing Issues: towed without my knowledge, small claims court, storage fees

I LET MY SISTER BORROW MY CAR IT BROKE DOWN AT HER FRIENDS APARTMENT, THE FRIEND FROM WHAT I UNDERSTAND KNOW FIXED THE CAR AND WAS USING IT WITHOUT MY CONSENT(I LIVE INA DIFFERENT STATE) THE CAR BROKE DOWN AGAIN AND WAS TOWED FROM THE ROAD WERE HE ABANDONED IT.  SO HE BASICALLY STOLE MY CAR DO I STILL HAVE TO PAY ALL THE TOWING FEES OR WHAT CAN I DO?

Answer
YES,  the vehicle owner is responsible for any and all towing and storage fees owed...

You however can sue the friend in small claims court for any and all "damages you have to pay" in regards to it being towed..

Stolen vehicles still have fees for towing and storage, and while I know it appears and seems that you are a victim two times, is it right or fair to make the tow company work for free.. Or would that make them a victim of the person who stole the vehicle also?
