Towing Issues: towing for expired registration, soldiers and sailors, processing time

Good morning, I am an attorney in the USMC stationed in Iraq trying to help a fellow Capt.  Her vehicle reg exp in Nov and she mailed the renewal to her home state of TX but they never received it.  She resent it recently certified, they received it but say it will take 8 wks.  meanwhile, her car was towed in Carlsbad for being parked on the street and they are charging her $45 per day until she has proof of registration.  is there another way to get it out? she will have it stored and it will not be driven, does it have to be registered? what can she do to avoid paying thousands of dollars while stuck in Iraq?

Well I really have no idea how to answer this question especially given the "distance involved" and the processing time you mentioned.


I know that "deployed military personnel" are covered under the Soldiers and Sailors act and have some special waivers and such, but I really am not familiar with the laws of Texas in regards to registered vehicles...

And then its not real easy to just pick up a phone and call someone when you are in Iraq so I am really at a loss for answers.
