Towing Issues: Safety Chain Replacement, carrier safety regulations, motor carrier safety

Question
I have a trailer hitch called the trailer trapper.  It will not let my trailer come off under the normal circumstances.  1. Ball nut falls off, 2. Trailer latch fails or 3. Wrong size ball is used.  It will not let me get in the situation of needing safety chains.  Can it be substituted for safety chains.  1000 times better than safety chains could possibly be.

Answer
Well while this is not my real area of expertise I do see what you are talking about after a search for this product...

Now I have to say that the idea is good and it should work great, but the biggest problem with it "replacing safety chains" is that Federal Law (department of transportation) requires safety chains on any towed vehicle...

The Federal Motor Carrier Safety Regulations section 393.70 (d) covers safety chains along with other sections in the book...

I do not think it can be a "REPLACEMENT" as it is not listed in allowed items...
