local laws and ordinances.
B. Any conviction of the operator or employee involving a stolen or embezzled
vehicle, fraud related to the towing business, stolen or embezzled property, a crime
of violence, a drug-related offense, felony driving while under the influence of
alcohol or drugs, misdemeanor driving while under the influence of alcohol or
drugs, or moral turpitude should be cause for suspension or removal of an

Add in the fact that like I said, motor clubs like AAA, Geico, Allstate and others have background check provisions and regulations in them, along with local police departments you might have a hard time getting a job...

It would depend on the offense and of course what is allowed either by contracts, and or even company or insurance requirements or policies..

Best answer that I can really give is for you to talk to a local tow company or 2 as they know a lot more about the rules in California (which are always changing) than I do being as I am in Alabama...
