Towing Issues: DAMAGE TO IMPOUNDED VEHICLE, tow company, reading ability

MY CAR WAS RECENTLY TOWED. WHEN WE GOT THE CAR HOME WE NOTICED A DENT OR CREASE IN THE FRONT FENDER. ACCORDING TO MY DAUGHTER, WHO PICKED UP THE CAR, THE EMPLOYEES WERE HAVING LUNCH ON THE CAR. MY DAUGHTER NOTICED THAT ONE OF THEM WAS ACTUALLY SITTING IN THE AREA OF DAMAGE. I SPOKE TO THE PERSON IN CHARGE AND EXPLAINED THE SITUATION, AND ASKED HIM WHAT COULD BE DONE TO RESOLVE THE SITUATION. AS I HAD CALLED EARLIER AND HE WAS NOT THERE HE INFORMED ME THAT HE HAD ALREADY REVIEWED THE SURVEILLANCE VIDEO AND IN FACT ONLY THE FOOD HAD BEEN PLACED ON THE CAR. ACCORDING TO THE VIDEO NO PERSON HAD BEEN SITTING ON THE CAR. I ASKED IF I COULD VIEW THE VIDEO AND HE DECLINED MY REQUEST. ITS TO MY UNDERSTANDING THAT A PHOTO OF THE CAR HAS TO BE TAKEN PRIOR TO TOWING, AND MUST BE MADE AVAILABLE TO THE CARS OWNER UPON REQUEST. IS THIS TRUE?

Where, where is this requirement for a picture to be taken and provided to you the customer showing the violation and any pre existing damage...

Is it FLORIDA, CALIFORNIA, NORTH DAKOTA or where...


Now if the tow company personnel were having "lunch on the car" that does seem a bit "TACKY" to me, but then again, I was not there and did not see it..

Now if the tow company has "surveillance video" that would not be the same thing as having the "picture" establishing the reason for tow and any prior damages... Different things and reasons there...

But back to the question, as to if you are "by request" entitled to the pictures of the vehicle "BEFORE TOWING" in some states that is what is written in the regulations and rules. BUT it depends on either the City, County or State laws...

As my mind reading ability is a bit rusty I can not answer this further as I do not know where it happened...
