Towing Issues: Car towed -lack of signage, responsible drivers, pennsylvania code

I was drinking at a bar and grill in Harrisburg, PA.  It was a  Thursday evening. I felt that I had too much to drink, so I left my car there and got a ride home.  I returned the next day after work to pick up my car and it had been towed.  The only signs that I saw in the lot stated "parking for patrons only".  Who regulates towing in Harrisburg? Are there signage requirements in Harrisburg?  Do I have any recourse for recouping the towing fees?

I hate questions from Pennsylvania, simply because the Pennsylvania Code is so hard to search, and each town has its own rules and regulations of the laws there..

That being said, I can not find any requirements for signs to be posted "BY LAW" (not to say that they are not required, but the state codes do not give titles to most of the sections and its hard to search about 40,000 laws one by one)

The next thing is that first of all you did the right thing by not driving after you have been drinking... But I do have to ask what do you determine would be acceptable "patron parking" after the bar is closed...  Its not open therefore you can not be a patron, Correct?

Now as to the time frame, it would sound as if this was almost a day before you went back to get the vehicle. The bar most likely would of been open for lunch and dinner by the time you got back and that would be the key there in my mind...

I think they did the right thing with the patron only sign, but it might need to be up dated or something (remember I am not there and can not see the sign or the parking lot).

Now a responsible bar, MIGHT, take and have the provisions for the people who do not want to drive after drinking and as such have a list of the vehicles being left there. (my thoughts here) They would then have some accountability of the vehicles left, and be able to tell if they where people who parked and went elsewhere or left them to be safe and responsible drivers..

I would talk to the bar owner a bit and see if you can work out anything with them. Not sure it would do any good, but there is a chance that they might do something... If not then you can always suggest changes for the future problems it might cause...

Now as to who regulates the towing in Harrisburg, again the City might have some laws which I could not find online, and as such I would not know of any "specific laws or regulations" about towing from private property... You could check with the local police department and see if they know of any laws, and that might give you a clue if there are any at all.
