Towing Issues: neighbours visitor blocking access to garage, private driveways, public roadway

Question
I am in Vancouver, Canada. In Vancouver, the garages are at the back of the property and are accessed by an alley. My neighbour behind me has a visitor that park directly in front of my garage but on their side of the alley. The alley if fairly narrow so we can't get in or out of our garage.

Vancouver has a by-law

Blocking a private driveway or garage - vehicles must leave 1.5 metres on either side of and 5.5 metres directly in front of private driveways, roads, and garage entrances.

Can I call the towing company directly to tow the vehicle or do I go through the city Parking Enforcement who would call the towing company? Thanks.

Answer
WOW thanks for that link. I will add it to my references for future questions from that area...

From what I read (remember I am in Alabama) not up in Canada which has some different rules and such, it looks like the parking enforcement people are the ones to call on this issue. If they do not control it, then at least you would have an "somewhat official answer" as to who is able to be called and authorize the tow. But I would not just call a tow company and have it towed. Might be to many legal issues then for you.

I think the "definition of ownership of the alley" would be the key here. Public roadway or private road is the key.
