Towing Issues: car towed, tow truck driver, preceint

Question
my car is registered in florida,i left it in new york for a couple of weeks until i returned by my friends house and it was towed away by a company saying there is a lien on the car and they released it to the personthat supposedly had the lien, i rush to new york bring all my paper work and papers from motorvehicle in florida and in new york stating it is a clean title there are no liens, the police wont help me they say it is a civil matter.what i dont understand is how can the police that were called out to the scene let this happen, the tow truck driver had a copy of an old title from 2004 with another persons name, when my friend explained to the cops that this is illegal what the tow truck driver is doing, the car belongs to me and asked them to run the tag so they can see, they said no and forced her to give the tow truck driver keys to the car. do you know what is proper procedure when you go into a preceint to report you are taking a vehicle, and where is the car supposed to go?? They took my car 3/23/08, i have not received any paper work and the cops wont let me report it stolen, please advise. thank you in advance. Was my car supposed to be in the impound, because the tow truck driver gave to another person.

Answer
LAWYER  - COURT

That is the best answer I have, it is a civil issue here and as such it needs to be resolved that way...

I think there might be more to this issue than a simple mistake here, after all the paperwork might of been good in appearance, but dates are the issues...

This kind of sounds like a former DOMESTIC ISSUE to me...
