Towing Issues: car towed by police, storage fee, auto place

Harrisburg, Pa.  My car was towed by the police for tint, and the insurance was suspended.  Well, motor vehicles suspended my license.  Now, the auto place that towed my car wanted me to get a copy of the title(because I misplaced it), but because I paid over $500.00 in fines, I didn't want to pay for a duplicate when I knew that they would be selling my car because of the fact that I can't pick it up until I show proof of insurance, which I can't do for another two months.  I called the district justice office and asked if I had to buy a duplicate of the title, and they told me that there is no law that stated I had to supply the title.   Now, they are taking me to civil court for $2000.00 which I guess is the storage fee of the car since I didn't supply them with a title.  Can they do this? and can't they file the car as abandoned and then get the title?

long story short answer, yes they can file on the vehicle as abandoned and get a title for it..

BUT they would also like to get paid for the tow and storage...  

So that is the reason the are going to court, they want to recover the fees that they are entitled to by law. And they are also following the law as to how they dispose of the vehicle.
That included letters to you (hopefully you are the owner), any lien holders and such..
