Towing Issues: Stolen Vehicle Impound, everett police, city of gold

This will be in the State of Washington, city of Gold Bar. A vehicle was reported stolen. The owner found the vehicle, notified the Sheriffs. The Sheriffs then had it impounded. The owner even had the means the means to tow the vehicle home but Sheriffs insisted they had to tow it.  Who is responsible for the impound fees?  When my daughters vehicle was recovered in Everett, the Everett police called me and gave me the option of getting the vehicle myself or having it impounded.

Well each department has its own policies about stolen vehicles and as such they might of had it towed so that they could fingerprint it...

But since I was not there, and do not know the policies of the sheriffs office I really can not say much about it...
But Gold Bar is not real big and as such would not have as many stolen vehicles in the area as Everett or even Seattle would..
