Towing Issues: towing laws in ky, tow company, krs

our county has place 63 signs up that say RESERVED PARKING TOW AWAY ZONE - the signs do not say who the parking is for nor do they have a KRS # on them.  The problem with this is that these spots are all over the town, and there are alot of businesses that use those spots.  The county said they have RESERVED THEM and that nobody can use them - people who usually park there have been towed - not by police, ect. the tow company said someone called and said the cars were parked in reserve parking and to tow them - which the tow company (smith's towing) did.  My question is in the state of KY do you indeed have to have a name of who the parking spot is reserved for and do you indeed have to have a KRS # on the sign.  Nobody here will answer that question.  Any help would be appreciated.  These spots are not all in a parking lot, some are on a county road.  HELP

I would love to really help here, but I am not able to really find much information on Kentucky tow laws...

Now I also know that State laws and County laws along with City laws all can regulate towing of vehicles from parking lots, or spaces and such each rule can be different then the next one...
