Answer
I can not answer this question without more information, but the practice of a tow company placing liens on a license for outstanding towing and storage fees is very common..

It is allowed by law in many states (I do not have the information of what state) and it does tend to bite people in the behind at some point in time.  Only way I know to clear it is to pay it off...

Since I have no idea what state you are in, you can do a GOGGLE SEARCH for "your state - vehicle lien laws" and it will start to help you in resolving the issue.

Now I see that you have the attitude that no matter what you are going to drive, which I can not tell you not to do.

BUT REMEMBER ONE THING

If you get stopped, most likely you will have the vehicle towed, have your license suspended if it is not already done, and of course face court costs and fines, and lets not forget the chances of going to jail...

I am sorry that all this is happening, but I can not really answer this with any solid answer for you... It's just one of those how far do you want to risk yourself and your family.
