Answer
Man this question was hard to read... I hope I got it right so I can answer it...

OK, from what I see you where towed by the police department for some reason.. Now lots of times it depends on what the reason for towing was, as to if they will wait for someone to come and take custody of the vehicle..
Time is important to Police departments when dealing with issues such as DUI...  Also if they are recovering stolen vehicles then it does not work to leave them alone as they might get stolen again..

Now the vehicle is at the tow lot and you have the paperwork to get the vehicle out. I take it you also have the money to pay the towing and storage fees..

As to contacting Wells Fargo bank, well the laws require that the last registered and the legal owners are to be notified that the vehicle was towed and that storage is ongoing...
I did not find the specific time frame for notifications but it generally is within 48 hours to 1 week after the tow..  You did not mention how long it was in the tow yard in your question..
This could be a reason for the notification...

Now as to not letting you have the personal property, well that could be because of some hold the police have on the vehicle, or it could be because the Bank is going to Repo the vehicle.. Are you behind in payments ?? that could be one reason also...

Now I am not sure what else to tell you, but talking to the bank or the tow company would be the choice here.. That and since the police towed it, you can talk to they also and see what specifically you can do ...

Below is a huge list of information on Nevada towing laws (ok I posted the link to it)

I hope this helps you with the issue
