Toyota Repair: 1993 Toyota Celica GT (Conv-5SFE) -- VSV, toyota celica gt, solenoid valve

Hi Ted, I am replacing the starter I burned out.  But how I burned out the starter is my question.  Upon starting the car -- I would have to give it gas, then this cloud would come out of the exhaust when the car finally started.  My friend pointed me to the Vacuum Solenoid Valve, but what does that Valve actually do?  I thought it was an exhaust issue, but I passed emissions in June.  I feels to me like there is not enough air getting though to start the car.  So could it be the VSV or is it the ISC valve?  Sorry i don't have my manual with me here at work.  Thank you either way, have a good day.

This engine has a few VSVs so I din't know which one it may be but in any case it's probably not the problem anyway, the ISC valve will
also not cause this, if the color of the smoke is black then it means it's getting too much fuel, there could be a lot of reasons for this. How does the engine run after it starts? Does the smoke go away?
