Toyota Repair: no power to starter, voltage drop test, starter relay

Hi,
I don't expect you to know the answer, but you can give me some ideas to check. It's an 86 Toyota truck 4WD standard.
It will not start at all (not even a clicking noise when turn key)
It has been sitting for at least 6-10 months and worked before. I had to recharge the battery and that has been tested.
The starter was replaced about a year ago, so I had it tested. I works, but I've used a multimeter, and the plug is not hot. (This is the small plug that connects to the starter, it should be hot when the key is turned but is not)
I thought at first that it was stuck in gear, but we rocked it, and it did roll, so it is in nuetral)
All fuses are fine, both under the dash and the hood.
The headlights do come on, so I know it's not the battery.
I haven't really done too much testing of things, but I don't really know much about troubleshooting this sort of thing, so I thought I'd email on this web site. (I have used this site many times in my job as a computer tech. and have always found good answers)
If you have any ideas, please let me know.

What happens if you push the clutch start switch on the dash, does it still not start or have battery voltage at the connector? Have you tried applying battery voltage dirctly to the starter terminal, if not try doing that to see if the starter spins the engine over. If it does then there is a wiring problem between the starter and the ignition switch or the starter relay is bad. If it doesn't turn the engine over check the positive battery cable between the battery and the starter, do a voltage drop test between the two connection points. The starter will draw lots of current, about 200 amps and if there is any voltage loss between the battery and the starter it will not engage the solenoid.
